Won't be able to ID exact date but close within a range of few years if can figure out what model it is the older JD drill parts books give years. Just have to look at changes or what is on yours compared to parts book. Need to see a pic or know letters and numbers off tag if has one first on what model it is. Most of the steel wheeled JD drills were originally horse drawn or sold with tractor hitch so could have been converted or came as you have it. Steel wheels on end of box = end drill could be EE, FF, RS, SN, SS, Z. If has steel wheels behind box = press drill hoe type could be LL, LZ, PD. JD has parts manuals listed online for most of those no charge can download from their site go to jdparts.com then click on parts catalog section. Search implement photos section to the left on here also.

If you look on the endcap, not real sure, but I think its the left one, should have a tag with a serial#. Post it, and someone here may be able to help
