Massey 300 Combine - should BOTH wheels spin in neutral?

I've been putzing with an old MF 300 combine that's been sitting in a field for a few years. Had to make a puller to pull the clutch, man was it rusted inside.

I've jacked up the combine so the wheels are off the ground. If I put it in neutral I can spin the left wheel by hand, but the right wheel seems seized - I can't turn it even if I put a pipe wrench on the drive shaft.

With the engine running I can manage to put it in gear and the left wheel will turn but not the right. How is this possible?

Is it likely that the right brake is seized, or is there something wrong in the transmission?
 

Can this be done from the back side (ie behind the wheel)? I see there are bolts I can access on the drive housing?

In other words, can I do anything useful without taking the tire off? It will be a major job just to stabilize the combine and take the wheel off.

And - are these disk brakes or drum brakes?
 
Taking wheel off will not help. Its a disc brake and can be reached on inside of wheel. You may only have to loosen bolts on disc assembly. Disc pressure is applied to the cover and yours is stuck. No big deal to loosen brake usually. Not a complicated setup, but they do swell, rust and stick when sitting especially outside. Boot on pull rod goes and water goes down to disc. Actually rare to wear it out. When adjusted properly brake disc has little play or tollerance to start with it don't take much to stick em.
