Montgomery Ward 16 Variable Speed carb problem

Carb keeps weeping gasoline. I can smell it in my garage and can see it in the carb throat. Had the float valve reseated and put in a new float needle valve, put in a new carb body gasket, tried to seal around the needle valve body (carburator nozzle) with clear fingernail polish where it mates with the carb body all to no avail. Can anybody help me analyze and solve this gas leak problem? I have also put in a fuel filter, fuel shutoff valve and a section of new fuel line, cleaned the carb and readjusted to high speed and idle jets. It runs for about twenty minutes, then starts sputtering and proceeds to die, I think because the float valve is not working properly. How can I check the float level performance without removing the carb?
 
Are you sure the new fuel filter is for a gravity flow system? Pull the gas line at the carburetor to see if there's a full stream of gas. Hold a clean container beneath the gas line to catch the fuel. I would shake that float to see if has gas in it and check the float level as enough gas may not be keeping the fuel level high enough in the carburetor to keep the engine running. Hal

The filter was purchased at the same time as other carb parts at a small engine repair supplier and I assume the filter is for gravity flow systems. I'll double check on the flow rate but I think it is OK. Not sure how to determine the correct level in the float bowl other than setting the float horizontal to the body prior to assembly by bending the tang. That seemed to be correct. I also checked the float for leaks by shaking it and floating in gas in a cup. That all seemed normal. If anything, I believe that it would be failing to shut off since I see slight weeping of gas at the gasket between the bowl and top part, but, that may simply be a different problem. Thanks for your suggestions.
