economy tractor wont start

this tractor has a K321 engine, it backfires through the exhaust bad. I took the head off blew air up the exhaust port at TDC and it leaks bad. When I move from exhaust stroke to compression stroke, as the compression release (i guess thats what it is on the camshaft) goes around it moves the exhaust valve causing lost compression. Is this supposed to be happening, is this why it wont start? I got it to run once, it also pours gas out of the carb after trying to start it. Please help.

The ACR DOES pop the exhaust valve open just a little as the piston is coming up on compression at cranking speeds.

Sounds to me as if the float is sticking open or has dirt in it and then the raw gas would flood out the engine. Have had this happen before and a good carb cleaning fixed it right up.
