Valve sleeve out of position.

Hello all. My 18.5 Briggs OHV twin on my 1997
MTD Yard Machines bent a push rod probably
from overheating from too much filth around
the engine. It turns out the valve sleeve has
moved up. I think I can fix that by drilling
a hole in the head, threading it, drilling a
corresponding little divot in the sleeve and
putting in a set screw. My immediate problem
is that the sleeve is pushed up to the point
where I can't compress the spring low enough
to remove the keepers. How can I push the
sleeve down and back into it's correct place?

I am thinking that with both the push rods out of the way, the rockers are free to twist off the top of the valve stems.

If the rockers don't twist because of the way the rocker pivot is made, take the bolt out. When you put them back you need to adjust the clearance anyway. valve clearance is .004 for both valves on most of those engines.
 
I would pull the head and press it back. Too much risk of overdriving or breaking the guide using a hammer on an installed head. in either case, just press on the valve retainer until it touches the valve guide, then continue until it is down far enough to release the pressure, compress the spring then remove the keepers and retainer.
