Simplicity 6216 headlights

Why is it that I only have full output of the headlights when the engine is running at full throttle? How can I fix this, if possible?
 
I am not familiar with that model. What engine is in it? Some engines charging systems don't put out full voltage until the engine is at
full throttle. (lots of the older Briggs and Stratton rider engines did that. Voltage for the lights was proportional to the speed of the
engine. Some had an AC. circuit for the lights and everything else was DC.)
