I searched the archived forums for this, Honda timing alignment for an ht3813, and couldn't find it, so after I figured it out I thought I would post it for others who may need it later.
The easiest way to align the timing belt, new or which has jumped, is, the F in the F T must be straight up, and the flywheel magnet centered on the coil.
I was given one of these that had not run in years, and all it needed was a belt and water pump tensioner pully. I got more than lucky because it came with a factory bagging system.
