I just got this on an online auction. It was listed as parts only. I bought it for the mower deck, but it looks to have been a well cared for machine. The engine is a twin cylinder, liquid cooled 13 hp engine. The oil looks good and the battery is dated 8/18. The problem is that the engine appears to be stuck. Turn the key and it clicks, even after I put a charger on the battery. I took the spark plugs out and the belt still slips when I turned the fan. Is it likely that the starter is locking up the engine? What should I check first before assuming that it is locked up due to a major internal malfunction?

Overhead cam, inline two cyl? Assuming it hasn't blown a head gasket and corroded the cylinders (my first guess), check the cam timing belt. It could have jumped time and locked up with piston/valve contact.
 
I looked it over a little more and also watched 3 videos about the Honda 3813 type of tractor. It appears that the timing belt is a common problem. He did say that the engine in the larger tractor(4215?) is a non interference engine. If that is the case with this engine then that isn't what is the problem with it. Looks like a good winter project.
