I have a similar problem with a Tecumseh OH160. The starter motor doesn't want to turn the motor over after compression. I pulled the motor apart and validated that the compression release mechanism appears to be mechanically functional on the camshaft (counter weight moves freely, pin moves fine, spring is there). That being said the tip of the pin that rides on the lifter is visibly work into almost a point and has a lift of only .020. I've heard from other you tube videos that should be .030 on other engines so I suspect that is the culprit. I'm hoping to locate a new pin for this as it looks removable. Any help would be appreciated.
 
I would first pull the spark plug, and verify that your starter and battery are capable of spinning the motor. Then again, if you already have the motor tore down, you may as well replace the pin.

In addition to the condition of the compression release mechanism itself,
the valve lash must be set correctly for the compression release to work.

I validated that starter can spin the motor. It definitely was getting stuck on the compression part of the cycle. Additionally, I adjusted the valve lash
multiple times based on OEM spec, OEM modified spec, and someone mentioned .03 but that didn't work either.

I ended up finding NOS off ebay which should have the new pin. I will post here what the pin clearance is so someone else can use it. My guess is .030
