Not sure but I lean toward home-built.
Very well constructed but, in my opinion, if the tongue was on the opposite end, the trailer would be more ideally balanced.
 
Pretty sure it's factory made. The dump latch isn't something many people would have laying around. The dump feature is also why the axle is forward of what would appear to be balanced, that allows it to dump easier.
 
Look factory to me, never seen one with flare sides. The hubs look like some flea market hubs I had laying around for forty years that I finally used on my little Wheel Horse rebuild. Think I used Chevette outer wheel bearings in them and frost plugs for the caps.

kinda hard to tell. need a complete side picture of the unit to see how its constructed and see the welds even a bottom picture. even the hitch. i am thinking home built. cant tell much with bits and pieces of pictures.
 
I'm going to say factory made. Some companies make stuff that isn't very professional looking. But that cart does look like it's well built. The cart Dad gave me 30 years ago was factory built but flimsey. The box is made out of 20 ga, way too light for anything except leaves and grass clippings.
I have a Pronovost P503 tandem axle hyd dump trailer that is built really well, I've had many 3000# loads of dirt & rock in it.
