16.5 Briggs irratic charging

I have a Agco Allis 1616H I was suspicious of it not charging correctly so I have installed a voltage gauge so I can monitor the charging. What I am noticing is the voltage is very inconsistant. When I first start the mower and engage the blades the voltage is around 12volts or slightly below ( discharging). After 5 to 10 mins the voltage will jump to 16volts and will stay there for maybe another 5 to 10 minutes then volts will drop to 14volts ( ideal) and stay there till I shut it off. This past weekend my son was cutting I checked the gauge once it was 14 and when he was done cutting as I pulled it into the shed the volts were at 16volts. Is this a sign of faulty voltage regulator? When I go back out to the farm this weekend I will check to make sure I have consistant ac voltage from the stator. Appreciate any suggestions on what issue could be.
