B S 23 FBC Oil level

I have a 1951 23FBC and I'm not sure where the oil level should be.
It has the extension tube and spring held cap. See attached photo.

According to my old Chilton's Repair & Tune-Up Guide For Small Engines, it says B & S Cast Iron Block 23, 24, 30, 32 Cu. In. Horiz. Crank engines take 4 pints of oil. It also says to " Fill the crankcase to the top of the filler pipe when their is no dipstick. " It seems like 4 pints is a lot of oil, but if it takes that amount and is level with the top of the fill pipe, then the book would be right.
