318 John Deere hydraulics

I have a 318 John Deere. The front hydraulics with the dozer blade on are slow acting and don't seem to be building enough pressure. I'be changed the hydraulic oil and filter, replaced the valve body, replaced all the quick couplers, and ran pressure checks on the front ports. I get a max pressure reading of 900 psi at each port but it bleeds off pretty fast. I only have one pressure gauge so couldn't check both function ports. With a double acting system I would think the pressure would hold at whatever pressure it goes up to if the valve body is holding. Any suggestions?
 
Factor shop manual calls for 850 to 950 psi.

You say the pressure gauge drops when you let the valve lever center.

What happens if the blade is connected, does it drop rather quickly, as well?

Why did you replace the valve?
 
Remember the deck lift works first before the front blade will lift.(there is a lock out valve for the deck lift)
