You didn't give much detail.

Is this an older engine with idle and load adjusting needles, or a later-model "emissions" carburetor that's non-adjustable?

Either way, the carb is not flowing enough gas at the transition point between "load" and "idle".

If adjustable, tweaking one or both adjustments a little "richer" may help, if not or non-adjustable the carb will need a thorough cleaning of all passages.
 
Even better, read what I said about carburetors. Go on Ebay and buy a replacement. Bet it fixes all of your problems. I had two engines doing that and a new carb was the ticket. Ethanol is a pain!
 
Another thought came to mind. Make sure that long spring that goes on the throttle rod is hooked up and moves.
