99% of the time its the ignitor module thats bad. Postage stamped size metal box on the side of the block with a white wire going to it from the coil. The only test for it is to replace it with a known good one.

You can check the coil for shorts or opens, but theres nothing you can do with the module except replace it.

Those little modules can drive you stark raving crazy!!! Every repair guy you talk to for small engines has a couple of good "spares" in the top drawer of his tool box. They have come down pretty far in price. Ebay is your friend. There are a couple of styles, just match up the pictures.

Deere wanted over $60.00 for mine. Stopped at Carquest and matched a picture in their parts book.$15.00. Put it on and started right up. 5 years ago, BTW.
