I have a Troy-Bilt GTX16 with an Eaton 11 hydrostatic drive. When I first start up the tractor, the hydraulic lift, and power steering are weak.The drive will work right away. After a few minutes everything works fine. Any ideas on what could be causing this? I have been using Dexron III ATF as suggested by a trusted hydraulic repair shop. Mfg suggested 20wt oil but it would scream when cold with that oil. I change the filter and oil every two years.
 
I've got a 520 Wheel Horse that takes at least five minutes for the hyd. to work in the winter. Book says use either 10/30 of 10/40 oil. I have 10/40 in it, been going to try 10/30 next.
 
The GTX16 has a single spool control valve power steering. The rest of the GTX's have double spool.

Takes a little more time for the 16 to get pressureized.

Never used to do this. I guess just getting worn. I wondered if there was anything to adjust?
