Surging engine on a John Deere LX 188

Can anyone tell me why the engine would surge, but once the mower was engaged or under load ,the engine would stop surging. Carburetor apparently cleaned and seafoam has been utilized as well. 909 hours on hourmeter.
 
I would remove the carb and intake manifold. Clean the carb with solvent and make sure the fuel circuits are all open, and maybe get a rebuild kit with that many hours. Check manifold for gasket leaks or cracks.

The surging is usually a symptom of a lean condition.
 
Most common cause of eng surging/hunting for it's throttle speed with no load is dirt or plugged idle passages in carb body.When eng operating with a load(mower deck/trans)the eng is only running on hi speed jet in carb,with no load eng governor swings carb throttle plate between low speed/hi speed jets,if idle passages dirty/plugged eng won't get gas from idle/low speed jet & eng will start to die,governor will sense rpm loss & increase throttle to try and match set speed,once it does match speed carb tries to get gas from restricted idle passage & process starts over again causeing eng to surge/hunt for it's speed.
