No start with Briggs and Stratton 11hp

I have a lawn tractor with an 11HP Briggs and Stratton engine with electric start. It died last fall pulling into the pole barn. Finally got around to working on it. It has good compression 125psi. Has spark, has fuel, plug was wet. Replaced the woodruf key on the crank just to make sure. Also did a leak down test with good results. I'm now at a loss as to why it won't start, does even seem like it is trying to.
 
You say the plug was 'wet'. Did you try a different spark plug?

How is the oil level? If it is over full, there is probably gas in it. Change it.

I'm guessing this is a flat head engine. Whether or not it is, take the head off. Confirm that the valves and their guides and their seats are in correct orientation and the valves are indeed closing and opening at their correct times. (To be sure you don't have a camshaft /cam timing problem. I worked on one non-runner for several hours 12 or so years ago before I figured out the valves and the piston were almost 180 degrees off.) Then check and adjust the valves accordingly.

Went out today and it started up on the second try. I'll probably try tomorrow to run it long enough to warm up and then adjust the carburetor. It may be running a little rich. Main and idle currently set at initial setting of 1 1/2 turns out each.
