flame out the exhaust

I hate to bother everyone with my wheel horse raider 12 but now I have another issue at least I think it is.Noticed when I'm running it at high throttle there is a little flame coming out the exhaust then when I throttle it down it backfires and there's a little bigger flame nothing to big though. what can I do to fix this issue?
 

Late timing can contribute to burning after the exhaust valve opens. You say "flame out the exhaust" are you running the engine with a full exhaust and muffler system or just a short pipe in the exhaust port? If you are running a short pipe then the flame and back fire can be normal. The back fire can be caused by air mixing with the exhaust gas at the open end of a short pipe or with a full exhaust system with an air leak.
 
Probably normal, up to a point.

If you are concerned, the first thing you need to do is read up in the service manual on setting the spark timing, then grab a timing light and check it out, adjust as needed.

Spark plug gap:
Check gap using a wire feeler gauge.
Spark plug gaps are as follows:

Battery/Breakerless . . . . . . . . . .035?
Magneto . . . . . . . . . . . . . . . . 025?

Initial carburetor settings:
Kohler Adjustable Jet K301
Low idle 2-I/2 turns
High idle 2 turns

There should be a puff of black smoke on acceleration
if the carburetor is set correctly and the engine is warmed up.
Unburned fuel helps cool the engine.

Check for slop in the throttle shaft - it should not wiggle
side-to-side in the carb body.
Initial points setting is .020 with the points fully open.
You don't need a timing light unless you want to get fancy.
