BS Vanguard 20 hp V-Twin Carb Question

I have a 20 hp Vanguard engine that I am servicing. I noticed on the top of the carb just to the right of the fuel line there is an uncovered tube. Is that tube suposed to have a vacuum cap on it? It was dirty before I wiped it off and took the picture.

that is the bowl vent. It probably will be alright like it is. I see a lot with just the open nipple like that. If you are worried about dust, just put a piece of hose to run across the carburetor and turn down, that is what Kawasaki did when they had those carburetors on their engines.

Don't plug it, if you do it will probably run rich.
 
Reminds me of the carb. bowl vent on my old Yamaha snowmobile, has about four inches of hose on it pointed down.

My push mower carb. has a vent tube with a hose on it. It still gets clogged. I stuffed a small piece of steel wool in the hose and it still vents and keeps the junk out.
 
That looks like a Nikki carb. Some excellent Youtube videos on rebuilding them...I just did one off a motor I bought with a thrown rod, a Intek 20 hp. I'm waiting for the gasket and O ring set to finish it up. I'm going to put it on another 20 hp Intek I have that has a crudded up carb. It's in a Troybilt garden tractor. I use it all winter to pull a trailer to bring wood up from the woodpile behind my pole barn to the wood rack right behind my house...
