Huskee Lawn Tractor No Start

Was using my Huskee lawn tractor yesterday. Pulled up to the pole barn and started to adjust the carburetor. The engine died and I couldn't restart it even with starting fluid. Checked the spark and it had spark. Pulled the plug and it was wet with fuel and carboned up. Cleaned the spark plug put it back in and still no go, did notice that it appeared to be blowing gas mist back out the throat of the carburetor. Had time today and did a compression check, only about 60psi. This seems low to me. It is an older Briggs and Straton 11hp engine. I'm thinking I may have a problem with the intake valve. Open to any and all suggestions before I tear the head off and start looking into things. It's an older lawn tractor and not worth putting a lot of money into, but if something I can fix relatively easily and for not too much money I may just have a go at it. Don't really need another project, but if it saves money and puts it back in service I'll be happy, new lawn tractors seem so expensive.

Compression test doesnt mean much because the engine has a Compression Release system to make it easier for the starter to crank it over but blow back thru the carb is often a sign of valve issues. Time to pull it apart for inspection.
 
The engine is electric start, not pull. I took the head off today, both valves seem to open and close normally. Both valves open and close as I turn the engine over by hand so I don't think there is a compression release on it as the exhaust isn't held open during cranking. Still trying to figure why it won't start, also confused by low compression and the gas spitting out of the carb. Still looking for help from someone.
