Onan Gov. Help?

I have a 96 MTD 50 with a Onan P220V engine.

After reinstalling the carb. to Gov arm rod the engine now goes wide open upon starting.
Can manually close throttle butterfly by hand but takes off again when letting go.
It's definitely something in the gov. housing causing this.
Any idea what I could have done internally?
Not familiar at all with this set up, have no manual and can't find one.

No. I can control engine speed by hand at the carb.

From what I have read so far the engine has to come apart.
The problem is most likely the hub. on the end of the cam shaft,which has tp be removed also.
Tractor/engine has been a great one until now.
Hate to junk it but,I'm probably going to move for a new tractor.
Just need to figure out which one?
I like the Cub's but not a fan of Hydro drive.

The Onan P series is worth diving into and saving if you have
the time. I've had the Onan out of my JD 318 twice in 20 yrs
for quirky things. They are not hard to work on.
