FMD overheating

I have a Fordson Major, probably mid 50's. I posted on here a while ago about this tractor over heating. I hasn't been run much this winter, though this is an issue I've
noticed developing over the last few years though is now important. Just idling over time it will heat up according to the temp gauge to the maximum temperature. The top
hose going to the rad is very hot and the bottom hose is cool. Would it be a good assumption that the water pump is not working? The radiator is clear of dust and dirt.
The whole system was drained and flushed with rain water and refilled with water and antifreeze about 4-5 years ago. Any advice would be appreciated, thank you.
 
I opened the rad to drain it and the water and antifreeze ran out quite nice. I've kept it blown out clear with a piece of window screen in front of the rad behind the grill. I had drained the block and rad a few years back, flushed them as best I could with rain water and refilled them. I have taken the thermostat out and the tractor hasn't heated up at all since. It's been run for 20-30 minutes at a time.
