Super Major idle down and surge

My 64 Super Major with the Simms Minimec pump is very slow to idle down when you engage clutch and sometimes surges a bit. Other then that it works great.

This tractor had sat for a few years before I bought it in 2016. The oil in the injection pump looked like grungy diesel fuel when I drained it. I have change the pump oil 4 times since I got it using 5W40 synthetic diesel oil.

Any advise will be greatly appreciated.

Twice in the last 55 years we had similar problem
With our dexta and the problem. Each time was a
hole in the govenor diaphragm at the back of pump
 
Just to update. I had the injection pump rebuilt, it had advance wear from lack of oil changes. It now idles down smoothly and no surging. It did cost almost what I paid for the tractor but it was well worth it. A word to anybody with a Simms Minimec injection pump, change the oil in it when you change the engine oil.

This picture is sideways but you can see the corrosion that was going on inside.

All these parts where replaced and the camshaft was rebuilt.
