Major, no start - no fuel getting through

Please help, I bought an old Major that has been sitting for a couple years. Previous owner parked it due to a shorted out starter. Said it was running fine. We tried dragging it to get it started, At first we were getting little white puffs out the stack, seller suggested to try starting fluid which we did and it popped right off till the fluid was gone, we did this a few times and no smoke, just pops off on starting fluid. I figured it was getting no fuel, the primer lever wasn't doing much and I was only getting seepage when cracking the lines going to the inj pump. Today I sprayed cleaner through the pump and cleaned the glass bowl and got good spurtage from the primer, bled out all the way to the inj pump, pulled the bolt on the top side of inj pump and got cood clean fuel spurting out. Tried dragging again and nothing. Cracked the inj lines, dragged, and no fuel. I tried throttle up, middle, and down, kill knob in and out. no fuel. what's going on? help.
 
The prime lever only works if the inner lever is not on the top of the
cam so if you cannot get anything by hand pumping try turning the engine
half a turn.
Majors are one of the best starting tractors ever built. If all is in
order they fire off before you push the starter! :0) Have you got a good
flow of diesel from the tank? There is a filter in the fuel tap that gets
blocked, might be an idea to take the tap out and check this. You will
need to drain the fuel tank otherwise diesel will be everywhere. The next
place to check will be the fuel filter on the side of the engine above
the lift pump.
If you have bled the fuel pump bleeder and got air free diesel out of it
you should be just about set but you do not say which Major you have.
There are two injection pumps it could be, a vacuum governed one or a
Minimec. On the vacuum governor, at the pivot point of the stop lever
there is a small button. Push this in and try to start. On the Minimec
pump there is a similar button, operate the stop a couple of times whilst
pulling the button out with a pair of pliers, it should pop out when the
engine starts but it can stick in and prevent the engine from starting.

Has the injection pump been off? If so it could have been replaced 180
degrees out of time. Line up the timing marks in the timing window on the
sump, same side as the injection pump, just under the side channel. Set
it to 23 degrees and check the mark on the injection pump drive coupling.
Check that the clamp bolt that holds the coupling to the drive shaft is
on the underside of the shaft when the marks line up.

Let us know how you get on. Do not use too much starting fluid as this
can damage the engine terminally.
 
I have good fuel flow all the way to the bleeder on the pump, but nothing it going to the injectors. The tractor is a 1954 Major, the pump is vacuum governed I believe. Please explain this button on the stop lever, The previous owner said something about it but couldn't quite remember. I did push it, it just seems to be on a light spring, I moved the shut off while pushing the button and it feels the same. The PO thought is was a primer button which I don't think it is. Can you explain what this button does? My thoughts are that the engine stop may be stuck in the off position, is that possible when the stop lever moves freely? the pump has not been removed. I'm kinda in a rush to get this tractor running and home before the snow flies here.
