Fordson super major hydraulics will raise only

 I recently bought a tractor. 
Thanks to Majorman, he helped me identify it as a 1963 fordson new performance super major sold as a ford 5000. 
The issue i am having is whenever i engage the pto with the handle in front of the clutch, the output shaft starts turning ( which is ok ) but the 3 point hitch lift arms, go all the way to the top. I cannot make them go down, or stay in a neutral position between up and down. I do not have anything attached to the 3 point hitch right now. 
The only way the arms go down is by disengaging the pto and after a few minutes, they will go down, very slowly. 
Engage the pto and they go straight back to the top. 
It did this before i changed the fluids in the transmission and rear end. I used 15-40 in the motor, transmission and rear end and all the levels are where they should be. 
There is a control handle to lift and lower the 3 point hitch, and a handle to the right, under my seat. 
Should this handle be up or down ? 
I dont have anyrhing plumbed off of the hydraulic block at all. . 
Those 2 control handles are all that are there. I do not see any kind of flow control, or a push pull type knob or anything. 
Which position should the handle be in ? 
Up or down for 3 point hitch use only ? 
And why will my lift arms go up, but not down when the pto is engaged ?

Posted: Tue Sep 25, 2018 11:19 pm    Post subject: Re: Fordson super major hydraulics will raise only  I connected a set of harrows (which are pretty heavy )to the 3 point hitch and the tractor would only lift them with the engine reved about 1/2 way, but It finally picked them up slowly. 
My father in law happened to turn the draft/position control handle, several times while the weight of the harrows were hanging , and the disc finally fell when the position lever was all the way down. Before that, the only way to let them down was to disengage the pto, and let the weight pull the arms down. So a valve must have been stuck, but somewhat started working again. 
Now the issue is that the tractor will only lift them with the engine reved up. Without the engine being reved, the arms will get tight, but not enough force to lift them. 
I noticed that if i push down on the draft/position control handle while the engine is idling, the arms try to raise, no matter the position of the lift/lower position handle. 
Also when i pull the lift/lower position handle it seems to be connected to the draft/position control handle. 
If i just easily switch the draft/position control handle down toward position control, and do not hold pressure downward on the lever, the arms will do whatever the position lever is telling them to do. 
As i pull up, to lift a attachment, the draft/position handle rises up about 1-2 inches, along with the lift/lower position handle. 
I dont know if that is somewhat normal with super major, or if i have possibly found the problematic area, or do i have a huge mess on my hands.. lol 
I am at a loss again, on this issue, and i hope i have explained it well enough.
