sleeve installation

when installing sleeves into a single O ring style is there a sealant that should be used around the top ring (liP) if so would high heat red silicone be sufficient?

Found this.....Before finally fitting the single sealing ring type liner
lightly apply a small quantity of Wellworthy Wellseal,
or approved equivalent, under the liner flange, also each
side of any shim which is being used. Only a thin film
of sealer should be applied and care must be taken that
the sealer does not enter the cylinder bores, the water
a
passages or the rubber sealing ring location at the lower
end of the liner.

Replaced many sleeves in my time on these engines and never used any sealant
under the lip. There should be shims there to ensure the liner protrudes 0.02
to 0.04" above the surface of the block but that is all.

The area under the lip must be very clean with no debris there that will
affect the liner height.
