FSM Injector pump timing

I'm rebuilding the engine on my FSM after spinning a rod bearing. I replaced the crankshaft, rod, and all of the bearings. Lined up all the
timing marks and secured the timing gears before I installed the timing cover. When I attempted to line up the flywheel 23 degrees before top
dead center and the timing mark on the injector pump it wasn't even close. Probably 90 degrees off and way passed any possible adjustment. I
will say when the tractor was running I attempted to time the injector pump and had the same problem. Also when it was running I needed to go
to almost full throttle in order for it to run. I never could get it to idle down. I checked the injector coupling on the engine end and the
key is intact. I haven't taken the nut off of the coupling on the injector pump yet but wonder if that may be the problem, or do I need to
remove the timing cover again and recheck the gears.
 
I wonder if someone didn?t do a clutch job and put the flywheel in the wrong position when they reinstalled it.
 
I had the same thought but I had the flywheel off and re-installed it. It can only go on one way as the dowel pins are different diameters. I'm going to try and post some pictures to show the problem.
 
Here are pictures of the timing gears and IP coupling. With the flywheel set at 23 degrees before top dead center the IP coupling is about 90 degrees off. Why?

Just to clarify, the pictures of the timing gears are with the crank at top dead center. The picture of the coupling is with the crank at 23 degrees BTDC.
 
If all of your marks are lined up you should be able to just turn the ip to position and bolt up. If it doesn?t run right take the ip back off and rotate 180 degrees and bolt back on. I don?t know on the final timing but it should be close enough to run I would think.
