After getting the stuck exhaust valve free, I let the tractor run at 1500 RPMs for 15 minutes with no valve cover. The Oil pressure is 40 psi.
Very little oil drips off the valve train. I see little signs of oil on the valve springs and no oil on the valve stems. This doesn't seem normal to me.

Could no oil on the valve stems be the reason my #4 exhaust valve stuck?

I would expect to see oil all over the place running without a valve cover.

I may be mistaken about this, but it seems like I remember reading something on this site about rotating the rocker arm shaft to increase or decrease the oil flow to the rocker arms. Another thought, could the rocker shaft be full of sludge that impeding the oil flow?

The rockers are lubed by a cross drilling in camshaft when drilling in block lineup. Line that feeds rockers may be restricted some where between where seats in block to somewhere in rocker shaft. It should lube enough to run out tube on right hand of pic

Are we talking about a lot of oil or little oil getting to the rocker arms?
I'm seeing very little, drops.

Is there enough oil to oil the valve stems?
I'm not seeing any oil to get to the valve stems.
