801 Power Steering - Long post!

This 801 I bought as a parts tractor is almost a complete tractor now. The PS pump was stuck & the case broken so I was just going to eliminate it, but found a pump for a good price. Today I put it all back together, filled w/oil & fired it up. After filling the tank 4 times it is working, but the steering sector fill plug (looks to me like a vent) is leaking milk shake oil. (The oil all looks like that now.)
So here are my questions:
Do I replace the "vent" w/a plug as shown in the I&T?
Do I disconnect the return line at the tank & keep adding ail until it clears up, or is there a better way to replace the oil?
 
The upper shaft seal needs to be replace in the steering sector. The milky situation is what was left or in the broken system.[Just wanted
you wanted,I'm sure].

YES that's the best way to do it.

Mainly because I stock Wynns power steering flush in a 64oz container I run the whole 64oz thru the system then run 64oz of their power steering fluid/conditioner thru it.

Whatever you use don't be shy it takes a lot to flush the system.
