NAA running out of fuel prematurely

My NAA Jubilee starves of fuel when the tank looks nearly 1/4 full. I add more and it starts and runs great. I don't think it's the vented cap since it won't start even w/ the cap off until I add more fuel. I didn't find an exploded view of the tank components in the shop manual (?).
Any ideas where I should look to find the issue?
 
Good chance it has a tube that sits up about and inch above the bottom of the tank so when it runs low it starts using the lower area of the sediment bowl assembly and that area gets clogged up so you need to pull the assembly out and clean it up
 
Look for any screens or filters in the tank, the sediment bowl, and the elbow into the carburetor and remove any inline filter. Any of the mentioned screens can partially clog but still let enough fuel through for the engine when there is enough pressure like you have when the tank is full. Most of them can be cleaned. The screen that sticks up inside the tank is the most difficult as you need to empty the tank and unscrew it from the tank. While you have it out, just replace it.
 
My NAA is the same way. I have looked at all the screens. It seems to be related to the reserve tank. When it runs out of fuel, that alerts
the operator to open the fuel valve a few more turns for the reserve of a few gallons.



Mine is just like yours. Since I couldnt solve the problem, I just make sure I have enough fuel as I leave the shed.
 
on my N the tube for the regular fuel pickup level became clogged so it would only pickup from the reserve position. Mine didn't have the screen in the tank when I pulled the assembly out.
