CAV Inj Pump

I resealed the CAV inj pump on Ford 5000. After putting it back together and while still on bench I filled with fuel via inlet and hand spun pump multiple times. I expected fuel to squirt out the four outlets but I never got much more than a dribble from the outlets. Is this normal or is this pump worn?
 
Most likely still full of air bubbles. You need a constant source of fuel while spinning to bleed all of the air out.You cannot fill it enough to purge out all of the air simply by pouring fuel into the inlet. As soon as you spun it without new fuel at the inlet it sucked in even more air than what was left in there after you poured the fuel in.
