1700 questions

I have two questions about a Ford 2WD 1700 I recently purchased. Tractor has 11.2x24 ag. tires
1. Someone welded up a hitch tongue on the back which I think is too high. How far below and from the end of the P.T.O. shaft should the pin hole be?
2. Any time the 3-point arms are anywhere but completely down, the engine labors, which leads me to believe the hydraulic pump is working. Is this an issue with the load control?

1. I don't have a 1700 but do have a 1620 (HST version of the 1720) and a 1510. The drawbar hole on the 1620 is 7-1/2 inches below the PTO center and adjustable front to back with several mounting holes to suit the condition. The 1510 has a bracket 5-1/2 inches below the PTO.

The 2nd problem is alittle trickier. If the lift arms are raising and lowering as they should, I would change the hydraulic filter first and then make sure the position control rod is not bent and adjusted properly.
Both my Fords and a Kubota will load the pump if the position lever is pulled all the way to the top stop. I made a little lever block for the 1620 as shown.
