Ford 2000 PTO will not engage

I have a ford 2000 3-cyl and the PTO will not engage.

Is this a clutch issue.

Need more information.

Which PTO options does it have, live or non-live?

Also, what does "does not engage" mean exactly? Is it that the engagement handle does not move, or that the handle moves to the engaged position but the PTO itself does not turn when you let the clutch out?

8 spd with 2stage clutch. The hub of the PTO clutch was
separated from the discs. The rivets were torn out and the
hub splines were stripped out. Not sure what would have
caused that but Im replaced no the clutch pilot and throw
out bearing.

Hub was tore up by shredder with froze slip clutch or to hard shear bolt.
