CAV Inj Pump / Hard Starting

My recently acquired '74 Ford 5000 that is hard to start the first time without giving it a snort. After the first start it seems to start fine again within 15 mins of shutdown sometimes a little longer. A few weeks ago I changed the fuel filter on it and bled the system completely and it started no problem each morning for two days before giving me problems again. Im thinking it is losing its prime. I am working on resealing the CAV 3249F771 fuel pump as it leaks and is wet with hopes that it might fix/help the starting problem. Once I removed the rear fuel inlet plate and removed the pump liner I noticed the liner is the one with the notch in face which was facing inward. This pump does not have electronic shutoff valve. Is this the correct liner for this pump and would this configuration create the problem Im having starting?
 
Liner is correct. Do you get white smoke on first cold start try? If so fuel is getting past injectors, but compression heat is too low. My early 5000 with the 233 diesel needs the intake heater working for cold starts at 60 degrees or lower. One of my 6000 diesels will start at 32 degrees easily with no heat at all, but compression is higher than stock too.
