If it was running fine before the filter change it s either sucking air or there s a flow issue
Loosen the line going to the pump and operate the hand primer to see it you have good flow to the pump

We put a electric fuel pump on it, and still does it. Acts like it hit's the governer at 1500 rpm, but it starts puffing a little smoke, and runs a little rough.
 

As a last resort AFTER I ve made sure I have good flow to the pump inlet I ll pull the inlet assembly off the back of the pump
There s a small fine screen inside the inlet assembly that can become clogged limiting the fuel flow to the pump
Care must be taken while removing, disassembling and reassembling that assembly
There is 3 springs, a plunger and check valve inside the inlet along with the screen and sleeve it sets on
Lose any part or assemble it wrong and the tractor won t run
As said before make absolute sure you have good fuel flow to the pump inlet before messing with the inlet assembly

I ve only had to clean 4 screens in the past 30+ years, twice on the 5600 from algae in the tank, once on my 4000 30 years ago and this past year, the other half dozen + Ford tractors we have have never had those screens removed unless the pump went to the shop for other reasons

30 years ago I disassembled the inlet on the 4000 on the tractor in the field, lost the little check valve and the tractor set in the hay field until I found another inlet assembly to purchase
