Ford diesel 4000 power loss

Hoping for some expert help on this. Stopper stem and throttle stem were.leaking.on CAV injection pump. I rebuild with new o rings and had everything back the way it was. Experiencing problems with power loss.now like.governor not compensating. When I drop tiller.in dirt I have to throttle up to get enough power, when I raise.tiller up rpms go high and I have to throttle down. Tractor idles fine.and seems.to drive normal when not.under load. Could this be caused.by timing.being off? What else can it be? Thanks
 
when cover was reinstalled, they used the wrong holes for the spring to governor on either one end or both ends.... would be my first thought...there are 3 holes on each end to reinstall the spring... that control exactly what your problem is. first guess.

It was working fine, just leaking a lot of gas. I followed the manual making sure everything was lined up properly. I am not sure what could even go wrong with those governors, pretty simple. I took it apart twice and everything seems to be good. I did put the spring in the correct holes... it was easy to remember as the were both in the center holes. It idles fine but seems to slow down on it's own if sitting for a while.
 

I looked when I took it apart and the center holes were used on both ends. I made sure I re-assembled the same way. It fires right up and I tried moving the timing a bit but believe I have it in the correct spot because if I move it either direction it runs worse.

I hop you meant that it was leaking diesel fuel, not gas.

If it was working fine before you rebuilt the pump, and you reinstalled the spring in the proper holes, then there's got to be something else that wasn't done correctly when reassembling the pump, or else some debris may have gotten inside when you were working on it. How far down did you tear it down?
 
Yes I meant leaking diesel fuel

I did not tear down too far. I removed hydraulic head and replaced o-ring, replaced drive hub seal and automatic advance device housing. I didn't touch governor weights or retainer ring.
 
So, if I did put the CAV injection pump back together incorrectly, what in the injection pump would cause the tractor to run smooth, but issues under load? I really hate to tear it off again, as it is a royal pain, but will if I had some direction on what to look for.
