Ford 2000 throttle not staying put!

I have a 1970 ford 2000, the throttle will not stay put, it has been likely rigged and worked on long before me, ive installed a new friction disc and spring and still doesn't like to stay put. It almost seems that the governor is able to easily over power the throttle friction disc, any help is appreciated !

Is the "Governor Override Spring" (key #24) present and properly connected?

It's purpose is to counteract the governor spring's force which tries to move the throttle lever to a slower speed as the throttle lever is advanced.
