Short Answer - It was air locked.

Two days ago, I pulled the pump on the 1801 gas. I used a makeshift plug that I could seal the suction side of manifold and hook my brake bleeder vacuum pump to. I was able to pull fluid. Then I used an air nozzle and blew air into pressure line. Back pressure caused fluid to blow out manifold. Figured that was a good sign. Blew air into suction side of manifold. I didn't get any air bubbles in the transmission. I did hear bubbles in the hydraulic reservoir and the pressure released through the hydraulic dipstick. I took that as a good sign. Installed pump and 3pt still didn't work. Then I started tractor, pulled plug on pump, nothing came out, so I blew air into dip stick tube. It took a few seconds but fluid did start shooting out pump. At this point, the 3pt worked but was jumpy. Tonight I used a barb fitting and tubing to circulate fluid back into reservoir. Now the 3pt lifts smooth.

Next step is to pull the pump off the 1801 diesel and get it apart to inspect the shaft.
