ford tw 15 head gasket leak after overhaul

I'm having a problem with this head gasket leaking externally as well as internally(found oil to be milky). Coolant is leaking at seam of block and head. Both were sent out and machined. All bolts and threads were cleaned and tapped. I removed one bolt thinking maybe coolant was wicking up the threads. When removed coolant flowed out bolt hole. My question is should sealer be used one these bolts and could this be my problem? So far shows no sign of gasket failure to combustion. But am questioning coolant getting to oil from this as well. New gasket ordered from CNH other is from reliance. Thank you for any help. Wanna make sure this doesn't happen again.
 
Coolant flowing from a head bolt hole indicates a crack in that hole, which I've never seen before on one of those blocks, and I've worked on my share of them. I would drain the coolant, remove the suspect bolt(s) one at a time, and put some #2 permatex on the threads. And then cross your fingers.
 
Thanks Bern. That was exactly my thought as well. I'm not real familiar with the 401. Most of my engine work has been with other brands,or the 3 and 4 cyl. Engines. I'll be back to update.
