I have a 60's 4400 gas tractor which had the starter go out. It's an old replacement, and has always ground a bit. When I removed it, it looks like the pinion gear is too small and has only just been engaging right on the tops of the ring gear teeth. It's finally wore them off where it won't engage, but there's most of the teeth left which leads me to believe the gear is too small. It's the 10 tooth, about 32mm diameter, and it looks like about 38 would be about right. It's the starter like the old trucks, but with a longer nose, and has a relay mounted on the tractor.
