Ford 4500 diesel no fuel. Get fuel out the bleed, not at

The Ford 4500 is not starting after sitting for the winter a couple of months.
I went to try and bleed it, and I'm getting fuel out the top of the filter, and fuel out the bleed screw on the body of the Cav, but no fuel at the injectors, and no fuel at the injector line at the Cav if I loosen/remove it there, not a drip.
Cranked the engine quite a bit and nothing on that side of the Cav.

Whats the next step, or likely cause?
Time to take the top of the fuel pump off and check something?

First, make sure the kill cable is pushed
all the way in, and has actually moved
the arm all the way forward. A
weak/kinked cable can keep it from
starting.
 

Ty. I will double check the push cable. It appeared to be pushed all the way in. It was moving the linkage forward and was strong/tight. I'll check if there is any more room for the linkage to go forward anymore tho.
 
If it's not the cable, it's likely the metering valve. As you've assumed, the top needs to come off the pump. Watch out for the
springs... take note of where they are so they go back where they belong. Make sure the metering valve swings freely... It's
probably stuck or dirty. Lift it out and clean if necessary.
