Ford 1710 compression issues

Hello, I am looking for some guidance as what to do next. My previous post explained the issue I was having getting the tractor to start. I have determined the problem is deeper, but how deep I do not know. The compression I am showing with the glow plug adapter is 290, 200, and 290. The tractor is a 23:1 compression ratio, so 338 psi. Could this be the valves, head gasket, or cylinders? I dont want to tear it apart, if I dont have the kit to renew it. There are not any rebuilt engines available, except in Holland of all places. The head kit is $200+, a head kit with re-ring kit is $600+, and the full kit is $1,100 to $1500, including pistons. Trying to figure out the next step. I took of the valve cover the valves are functioning, but very dirty, push rods, and rockers look great. Where do I go from here?
 
If you want to isolate the cause of low compression without taking the head off, you'll need to inject compressed air into the cylinder with the piston at TDC compression stroke. Once you do that, you listen for the amount of air coming out the intake manifold, exhaust pipe, and breather pipe, and possibly the radiator. This will give you a sense of where the majority of the leak is at.

Your compression numbers are definitely low. Most engines like that one in good condition should give readings in the low 400s.
 
After adjusting the valves, 1, and 3 improved, but two t
stayed the same, any thoughts? 350, 200, and 320. 338 is the ideal compression 23:1. Is that cylinder smoked, could it be the head gasket, or the valves sticking?

Wow! I think the first thing I'd do if I were you is clean up that head as best you can and look for cracks. If you can't find any, then take it to a machine shop and have it tested for cracks. If that checks out, have the head surfaced while you pull the pan and figure on at least some new piston rings.
