I would like to know about a part on the 1955 Ford tractor .

If I am sitting on a 640 Ford Tractor and to my left I have 2 handles, one engages the PTO (smaller handle) and next to it is a larger handle, I would like to know what that does? In laymen terms. Thank you

Any help anyone can provide would be wonderful.

Welcome to the forum. You will be well served by a parts manual and service manual for your tractor. Mine have been extremely helpful.
You might be able to download a user manual, search for "640 manual pdf"

If both handles are sticking out of the circular inspection panel, one may be the hydraulic oil dipstick, the other, the pto engagement lever. People do interesting things with these tractors, so without a picture of your specific tractor, my answer is based on a picture of a stock 640 on duckduckgo.
 
I have a 640 and there isn't any second handle on mine. A Google search suggests that it may be a Howard Gear Unit which is rather rare. I saw
other articles suggesting that there was another add-on that mimicked a live power take off.

If its coming out of the same round plate,
Its a Howard transmission.
Really a step down rear end.
It allows you to run at slower ground speed.
Without slowing down the PTO.
So that you can use a roto tiller.

Thank you all for your help, I hope my 1955 640 Ford Tractor will be able to go up and down the little hills with my 530 Hay Bailor.!!

My old Ford 1947 9N kept trying to flip me over, while I was trying to get on the brakes and the clutch at the same time going up the hill , when it would stall. It was my 3rd year and I decided to go with a newer tractor.
