Ford 4400 tractor rear tires question

I'm really perplexed by this. I have a 4400 Ford tractor that I need to replace the rear rims and tires. The old tires say 16.9 - 24 on 15" rims R1. But I know for a fact that the rims are 12 x 24. I need to know what type of tires to order that fits the new 12 x 24 rims.

12 inch wide rims would normally wear 14.9 tires.
My local tire guy always said you could go 1 size up (or down) -IF- 1) you're running bias play tires, and 2) if you're not running close to the maximum weight capacity of the tires.

Also, a 4400 has a good bit of horsepower
and can use the extra grab of the larger
16.9x24 tires.

Thanks guys, I think I got it figured out, the 15" rim wordage on the tire was just very confusing.
