I got the gasket set from this site. There are no instructions with the set. The head got resurfaced and the block did not. Should I spray the head gasket with copper cote?

Bern is surely the authority but I use Copper Coat gasket sealer on both sides of my head gaskets. Torque to spec cold and forget
about it. Never had to go back to retorque or repair a leaker. CC is designed specifically for head gasket replecement, in aerosol or
can with dabber brush.....I use aerosol...smoother surface..

A little sealer won't hurt, and can help assure sealing coolant, unless the gasket specifically says "No Sealer". This is usually specified on rubberized gaskets, or gaskets with "outlining" around all the ports - kubota head gaskets come to mind.

Case in point on your reply is the later model (for one since I had one) Chevy 350 V8 intake manifold. The factory just squirted
some RTV between it and the head and stuck it on......real sloppy job and over time it leaked, The Feldpro replacement gasket was
an aluminum rimmed embedded silicon seal..... protecting the sealing suface and the aluminum frame limited the pressure on the
gasket when torquing the manifold bolts......much much much better.....no sealant on that for sure.

The kicker on that replacement, working alone as is always the case, was how to get to the inerface to install the new gasket....with
so much sensor wiring. Wound up suspending the whole engine harness over the engine giving me room to get at the problem.

When finished, road testing revealed a peculiarity with acceleration and engine control. Investigation revealed that I had missed
reconnecting the plug on the side of the distributor. Plugged that in and that was that.

This maybe what I have. I didn't take a good look at the gasket yet but it looks like it has raised rings around the water jackets.

I haven't had any issues with head gasket sealing on any Ford tractor I've had the head off, the new gaskets come with print-o-seal sealant that is supposed to seal any oil or coolant passages.
That said the print-o-seal head gasket I installed on on my 5.9 Cummins did leak after a short time, so I sprayed the new one with Copper Coat sealer, 6 years and still holding.

The new gaskets are designed to be installed dry but if you want to use a light coat of Copper Coat on them it won't hurt.
Years ago we would spray head gaskets with silver paint, the paint helped fill any imperfections or voids to prevent possible leaks.
