FORD 800 rear wheels lock up

I went to load my Ford 800 onto a trailer but it will not roll, rear wheels will turn about a quarter of a turn then lock up and drag. If I jack up the rear I can spin one wheel and the other one moves in the opposite direction as I think it should. So doesn't appear to a problem with the brakes. I can put it in and out of gear. The engine will turn if its in gear and I roll it a quarter of turn of the wheel before it locks up. Same issue whether going forward or backwards. It will not start right now so i don't know if drive OK if it was running. Any ideas? --- Frank
 
It has the 5-speed with the shifter you have to push down for three gears and pull up for three.
 
This happened on my 841 four speed. I believed the clutch was stuck to the flywheel, so I replaced it, but the problem persisted. I opened the Trans and used a large screwdriver to manipulate the gears until they moved freely, that did it. Not sure you can do that with a 5spd though.
 
If you jack it up with it in neutral what happens if you turn one wheel and have someone else turn the other in the same direction? If you put the trans in neutral can you turn the engine over with the starter or by hand?

Rolling forward or backwards? If backwards, could still be the brakes.
 
When did you last operate the tractor? Did it operate properly at that time? Did the brakes work properly? How tight are the brakes? What is ambient temperature?

So here's some additional information to answer your questions. Its in the 60's so its not frozen water. Tractor has been sitting for 7 years in a barn, but worked OK when parked there. When jacked up can turn one wheel forward or backward and the other goes in opposite direction. Brakes are not too tight. Have not tried with two people trying to turn wheels in same direction but assume that would kind of be like trying to roll it, which doesn't work. I'm able to shift it in and out of neutral, but either way can only go about a quarter of wheel rotation before they lock up. Thats also about the same quarter of a turn it takes to rotate one wheel and have the other one engage in the opposite direction when jacked up. I appreciate all the input. Thinking next steps are to get it running, which requires cleaning carb and gas tank and getting a battery, and then seeing if it will drive. Will also looking for an inspection plate to open up and see what the gears look like?

Can you spin the engine over with the clutch out?? It could be stuck in 2 gears which will lock it up
 
So OP here, once I got the engine running I was able to shift and put in gear and everything worked fine-- FRT
