Initial Valve Adjustment

Working on a 172 diesel. I had the injection pump and injectors reworked and its time to put it back together. I have the shop manual an
page 19 has a nice chart that shows locations and details about which valve to adjust based on which valve open. My question is: How do I
know which valve is open?
 

Look across the chart
When #1 exhaust and #3 intake are open adjust #2 intake and #4 exhaust
#1 intake and #2 exhaust open adjust #3 exhaust and #4 intake
#2 intake and #4 exhaust open adjust #1 exhaust and #3 intake
#3 exhaust and #4 intake open adjust #1 intake and #2 exhaust

#1 cylinder is at the front of the engine next to the radiator
Valve arrangement is #1EX, #1IN, #2IN, #2EX, #3EX, #3IN, #4IN, #4EX

Look at the rockers on those valves. As you turn the engine you will see the rockers push down compressing the springs on those valves. When the rockers stop going down and just as they start back up those valves are open.
 
I was able to get the fuel bleed and the tractor started up tonight. I wasn't able to let it run long enough to reach operating temp because
of the amount of white smoke that filled the shop (with garage door open). Might be a few more days before I'm able to let it sit outside an
run. It did have some white smoke before the pump rebuild but not this severe.

What might be causing the white smoke and what should I do to troubleshoot it?
 
white smoke could be excess fuel that isn't getting burned or it could be coolant getting in the combustion chamber. Does it smell at all like antifreeze, or only like diesel fuel and exhaust?
