How does 1910 PTO clutch work?

I'm repairing a 1910 that you cannot engage the PTO without grinding. The gears are destroyed. I have new gears and now I have to figure out why the PTO won't engage without grinding. The clutch works fine to stop the tractor and change gears. Just the PTO has this problem. I'll be splitting it next week but would like a heads-up on how the clutch operates if someone out there has experience with the 1910.
 
According to the parts drawings it has a double clutch, meaning that there is one clutch disk for the transmission and one for the PTO. This is usually the setup for live PTO, where the PTO engages with the clutch pedal partially raised and the transmission engages farther up near the top of the range of motion of the pedal. It is possible that the clutch pedal linkage just needs to be adjusted so that it will disengage the PTO clutch when it is fully depressed, or it could be that the PTO clutch is stuck. I would follow the instructions in the owner's manual to adjust the clutch pedal linkage properly and if that doesn't resolve it, use a clamp or something heavy to block the clutch pedal down for a few days to see if it frees up. Or you could hook up a roto-tiller or fence post auger if you have one and let it try to dig with the clutch pedal fully depressed to see if that might free it up.
 
Do you have a link to what drawing you are looking at? Everything I see isn't very clear. I've heard of the double clutch setup but I don't understand how that works. Is there a double shaft? Like a shaft inside a shaft?
 
My 1710 did the same thing, a slight adjustment of the clutch linkage corrected that. I tried pushing the pedal down below the footboard with my toes and that seemed to work but adjusting the linkage was the the answer.
 
Very common problem for a 2 stage PTO Clutch to Stick due to lack of use. You might get it broken loose with a roto tiller or heavy rotary cutter, but you may have to split it and clean the rust off the inner pressure plate.
 
Yes. I have ever worked on one of those tractors, but have done a few Massey Ferguson 2 stage clutches. On those, the outer transmission input shaft splines into the secondary clutch disc to drive the PTO and the inner shaft splines into the primary disc to drive the wheels.
 
Ok thanks! I've never had a dual stage apart but that's the only way I could envision it working.
