The kill lever rod that is circled, I take it that isnt supposed to go in and out? I believe this is a cav pump.

That is the excess fuel button, used to help with cold starting. So yes, it is supposed to go in and out. The button is pushed in for cold
starting, and it pops out once the engine fires off.
The pump used to be called a Simms, later was changed to CAV Minimec.

It will not stay in until throttle is opened about 1/3.
